The 12 contenders are nominally the group winners of Nations Leagues A, B and C, but if those sides reach their finals through Euro 2024 qualifying, they will be replaced by the next best-ranked team in their league, with spaces filtering down to League D if necessary. Scotland finished top of Nations League group B1, meaning they will have the back-up of a play-off spot if they fail to finish in the top two of their Euro 2024 qualifying group. Fellow group winners Israel, Bosnia and Herzegovina, Serbia, Georgia, Greece, Turkey and Kazakhstan, alongside Nations League finalists Netherlands, Croatia, Spain and Italy, also have play-off berths to fall back on if necessary. The play-offs comprise single-leg knockout games, with semi-finals on Tuesday March 21 followed by three finals on Sunday March 26.
