There are three ways to report your concerns. Please choose one of the following:
- To make your report completely anonymously, please go to ethicspoint.com or call 1.844.599.8786. Please note that if you use this method to make your report, the IACUC office will not be able to contact you for an update on the outcome of our investigation because we will not have your contact information.
- Contact the Office of Institutional Animal Care and Use Committee at 919.515.7507 or via email or Campus Box 7514.
- Contact University Attending Veterinarian or the Veterinarian on call, 919.513.6656 or via email or Campus Box 8401.
In your report, provide the following:
- Description of the incident
- Whether you witnessed the incident yourself
- When the incident occurred (i.e., time and date)
- The animal facility or principal investigator (PI) laboratory in which the incident occurred (i.e., building name and room number and/or name of PI)
- Whether you reported the incident to anyone else, and if so, when and what action was taken
- Name of complainant and phone number or email (optional)
- Any other information may be helpful
If you report to the IACUC office or the university attending veterinarian, to the extent that it is possible, the university will preserve your anonymity. It is helpful for the IACUC to have as much information as possible in order to conduct a thorough investigation.
The USDA Animal Welfare Regulations and North Carolina law provide specific protection for employees, IACUC members or laboratory personnel against discrimination or other reprisals for reporting violations of the Animal Welfare Act. (i.e., whistleblower protection).

Intermittent disruption to
the Integrated Online Research Compliance (iORC) system during IT drill
1. Please note that there will be an IT drill held from 16 September 2022 (Friday night) until 18 September 2022 (Sunday morning).
2. During this period, you may encounter intermittent disruption within the iORC when you are using it.
3. Please avoid using the iORC system during this period. We would like to encourage you to submit your IACUC applications for the October IACUC meeting before the 16 September 2022

Implementations of amendments to the Animals and Birds (Care and Use of Animals for Scientific Purposes) Rules
1. The amendments to the Animals and Birds (Care and Use of Animals for Scientific Purposes) Rules were gazetted on 10 June 2022. They were based on NACLAR Guidelines (Second Edition).
2. To continue functioning as an AVS-licensed 'Animal Research Facility' (ARF), NUS is required to comply with these Rules, Licensing conditions and relevant guidelines i.e. NACLAR Guidelines (Second Edition).
3. AVS has granted a grace period of 6 months, effective
1 September 2022to
28 February 2023, for all ARFs to perform the necessary changes to policies, procedures and documentation to comply with the revised Rules and the Guidelines.
4. Enforcement of the revised Rules and NACLAR Guidelines will subsequentyl
commence on 1 March 2023.

Welcome to IACUC
The NUS Institutional Animal Care and Use Committee (IACUC) was set up on 12 November 2004 to oversee the care and use of animals for scientific purposes in NUS. Members of the IACUC are appointed through the Institutional Official and include veterinarians, scientists, non-scientists and members of the community who are not affiliated to NUS. Since 2010, NUS has been an AAALAC-accredited institution demonstrating our commitment to responsible animal research and good science.
The mission of the IACUC is to achieve the best practice by international standards of animal ethics in all animal care and use programmes in NUS. Towards this goal, the IACUC:
- Evaluates animal use for scientific purposes. This includes research, teaching, field trials, environmental and behavioural studies, diagnosis, product testing and the production of biological materials, through the review of animal use protocols;
- Ensures that the use of animals is carried out in accordance with the approved animal use protocol through regular post-approval monitoring visits of animal use facilities.
- Ensures that the housing and care of animals are provided in accordance with the National Advisory Committee for laboratory Animal Research (NACLAR) Guidelines (Guidelines on the Care and Use of Animals for Scientific Purposes) in premises licensed by the Animal & Veterinary Service (AVS), the regulatory body of the Singapore Animals and Birds Act;
- Ensures that the personnel involved in care and use of animals are suitably qualified and trained, through the training programme administered by Comparative Medicine (CM);
- Liaises with the Office of Safety, Health and Environment (OSHE) on occupational safety and health programme in animal care and use protocols;
- Liaises with the Institutional Review Board (IRB) on the ethical use of human tissues in animal use protocols; and
- Conducts annual inspection of animal housing and use facilities and semi-annual review of animal care and use programmes
